The theme is relying on Winterboard for iOS to let you enable certain parts of updated UI with single tap in Winterboard.
So if you want to install “iOS 7 User Interface Theme” on iOS 6.x running device, you need to install Winterboard first, and then the theme. After installing the files via Cydia, you have to enable theme via Winterboard settings.
